Winter Cicada is an A-Tier Costume for the "Prisoner", Luca Balsa. It was introduced in Season 22 Essence 3 and can currently be obtained from Memory Sphere - Previous Seasons.
It is also connected to the Season 13 Essence 2 lore.

Luca has pale skin and silver button eyes with gold rims and a snowflake crystal embedded in each, stitched with silver thread. His left eye is half-closed, revealing a frosted eyelid. His hair is now pale silver-periwinkle, longer, and messier, with sharp, cut edges, and tied into a higher ponytail. Patches of frost score his face. A tiny fang sticks out the side of his mouth.
Outfit[]
Luca wears a slate grey vest with diamond lattice padding and a high gold collar with intricate sapphire details, and a single left sleeve with a detached white shoulder and elbow guard, to which multiple badges are pinned. A sapphire sash wraps around his left shoulder to his waist, secured by a single left indigo metal epaulette pinned to his left shoulder. Two indigo belt garters are secured on his right forearm. An indigo belt hangs around his waist, to which a ring of keys and a pair of iron handcuffs are attached to either side. A sheathed dagger also hangs loosely around his waist. He also wears white trousers with faint gold lines on the left, and slate grey boots with diamond lattice padding, multiple buckles, and frosted soles. A single pair of translucent cicada wings with brilliant gold veins is draped over his left shoulder. He wears white winter gloves with thick indigo cuffs embroidered with gold.

Endless exile, an opportunity to escape?
The story of Season 23 Essence 3 takes place on an Ice field used to imprison and exile criminals. The newly appointed Warden brings good news - he will represent the jurisdiction to select from the permanent residents of the Ice field. Providing a reformed moral standard, giving wealth and the opportunity to return to the jurisdiction.
After layers of screening, the governor, jailer and five prisoners were qualified to participate in the final selection. Although they were all exiled here for different crimes, they acted in accordance with the guidelines every day and prayed devoutly in the church wearing holy robes, now they have long been washed away by the cold wind and snow, and have reformed.
At the last moment when the results were announced, the jailer stood up. He loudly accused the warden of hypocrisy, questioned the authenticity of the pardon news, and even claimed that the jurisdiction was already filthy, and that the Ice field was the place closest to truth and morality.
After the jailer's speech, the residents continued to riot and reacted in different ways. This selection ceremony based on "morality" standards completely turned into a farce and a carnival for the prisoners. At this time, the Warden, standing high on the trial seat, looked down indifferently at the fools in the audience - they finally took off their moral disguise and revealed their true colors.
How can a foolish moth understand the truth?
In the essence of this season, the new hunter Hermit will usher in an S costume - Warden, the Priestess A costume - Frozen Butterfly, and the "Prisoner" A costume - Winter Cicada will also appear with him.
On the promotional poster, the Warden, the hermit holding a scepter, stands tall, with complex emotions such as pity, contempt, and disgust in his eyes; the "Prisoner", Winter Cicada, carries a lantern and seems to want to guide the residents of the ice field to what he thinks is the right path; Priestess - Frozen Butterfly played with the ice butterfly on her own, as if this farce had nothing to do with her; the other five candidates stood side by side, seemingly expressing a common attitude of advancing and retreating, but no one knows what their true identities are hidden under the disguise.
When the bell of forgiveness rings, virtue is given a new meaning in this ice field. Even if someone sees the illusory light clearly, they are just moths deceived by the ashes. Can the lit torch illuminate the fog in front of them and let the truth emerge on the ice sheet?
Invisible shackles restrain the weak membrane wings
"Prisoner" - Winter Cicada is responsible for assisting the Warden and Administrator in managing the ice field, and carries keys, bars, shackles and other restraints with him. He was wearing a cotton jailer's uniform, with arm guards, wrist guards and leg guards, but it was still difficult to completely withstand the severe cold. The blue ribbon symbolizing honor was stretched diagonally from the left epaulette to his waist, and three medals of different shapes were pinned on his chest, in recognition of his outstanding contribution; the winter cicada ornament on the collar is shining brightly, and the half cape behind him has the pattern of winter cicada wings, but with only one wing, how can he fly over the cold winter and fly towards warmth and light?

Design Idea Plans
"The Prisoner" - Winter cicada plays a role of jailer. He is also a member of the ice field, but he doesn't believe the message from the Warden that "criminals who abide by the moral code and get pardon". So when the result was about to be pronounced, he picks up the torch of opposition and takes the lead of resisting. In this essence, the characters all have the insect symbol and the "seven virtues" elements. But struggling and singing in the winter's ice and snow can only be futile in the end.
Design Idea Sketch
According to the requirements of the copywriting, the setting of the "Prisoner" outfit this time is an ice and "The pretentious jailer" in a cold cell. We need to combine heaviness with his attire uniforms with slightly frivolous decorations.
The first version of the sketch was difficult to meet the requirements in terms of color matching, tailoring and arrangement of decorative details.
Therefore, the second version of the sketch re-selected a more capable and heavy protective gear, and replaced the material of the uniform with cotton armor and trimmed the outer contour to a certain extent, so that it would not be rigid while maintaining a sense of reality. In terms of the coordination and contrast of the details of the body decoration, we have greatly optimized to highlight the chest decoration, and then in order to make the whole outfit more unified, we have adjusted the color matching and fine-tuned some details.
Finally we refined and strengthed the details.
